- The requested Country/Region is blocked (Geo-blocking)
- User-Agent is blocked via custom rule
- A custom URI or Header filtering rule triggered a Block action

Trace Violation via Ray ID
Ask the user for the Ray ID from the 1020 error page. In Cloudflare Dashboard -> Security -> Events, search the Ray ID. It will precisely identify which custom WAF rule blocked the request so you can amend it.
